A bunch of friendly, if lazy, bureaucrats.
The Council Offices are a series of small wooden huts where important military figures go to do fuck all but read the newspaper and chat with each other over long-distance radio.1)
In times past, talking with your local representative was the quickest way to learn how safe an outpost was on any given day. Outposts that were actively protected by contestants, be it by repairing the walls or defeating monsters in the jungle, would be marked as “Peaceful”. Fights would give less requisition payout in that area, but at least you wouldn't get kneecapped on your way to the bar. Places where everything had gone to shit would be marked as “Overrun” - an incentive to haul yourself into the fray for a bit of extra req, or perhaps an incentive to haul ass in the opposite direction.
These days the Island is a (comparatively) safe place to be, so the average Joe won't have much use for their network of information. The average human, however, can take advantage of the NewHome office's supply chain to receive three free items daily.
