An optimist might say that a stranger is simply a friend you haven't met yet. A person who has met the Stranger may be inclined to throttle them.

The Stranger is... well, nobody's quite sure. He says he was a Joker - but not a very good one. There's no need to look for the Stranger - he'll seek you out when you've earned an awful lot of Drive Kills.

You can accept his friendship, but it won't be pleasant. You can reject it, too - but he'll work his way back into your life regardless.((I believe?
